Detection

Risk

Weight accumulates across a session into a band: low, medium, high, critical. Risk is arithmetic you can inspect, not a judgement.

Decision

A person accepts or dismisses each violation, then records one decision: approve, or disqualify with a reason. It is attributable, reversible and kept in full history.

Appeal

The candidate can appeal, which reopens the case and runs through the same workflow to its own recorded outcome.
